OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, APRIL 8, 2010.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday April 8, 2010 at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer and Clerk Schmidt.
Chairman Hiltz
welcomed everyone and called the meeting to order with the pledge to the flag at
7:05 pm.
APPROVAL OF
MINUTES:
Supervisor Boyer made a motion to accept the Minutes of the March 18, 2010 regular meeting. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
TREASURER’S
REPORT:
Treasurer reported fund balances of General $61,855.21; Road and Bridge $216,689.80; and Fire $23,650.96 and outstanding checks of $1414.00 for a total cash on hand balance of $303,609.97.
Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded the motion and it carried on unanimous roll call vote.
PAYMENT OF BILLS:
The bills were reviewed. Supervisor Boyer made a motion to pay the bills as presented. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
NEW BUSINESS:
Supervisor Boyer indicated that he contacted the treasurer of the First Responders to get their insurance information so that we are legally able to donate to them. Their Treasurer was going to draw something up and give it to us. The library, senior center and the historical society are fine.
Minimum maintenance roads were discussed. The Archery Club Road needs to be seasonally closed and Supervisor Boyer made a motion to contact our attorney regarding how we can go about doing that and can we close portions of the road or do we need to close the whole road. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Jamie Listebarger was present and discussion was held on the minimum maintenance road she is on.
Jamie Listebarger also wanted to touch base with us about her road “Countryside Road”. She had looked at the December Minutes and was wondering what we were talking about when it said “maybe doing something on it”. It was indicated that was the wash out and the minimum maintenance road closing discussion for seasonal use. She was also just asking about what we planned on doing in the future as she really doesn't want anything done. Discussion held.
Discussion held on mowing ditches. Supervisor Hiltz talked to Jesse Rockstead regarding the same. Jesse will turn in a quote and proof of insurance to us. Supervisor Boyer made a motion to send Jesse Rockstead a letter requesting a quote and proof of insurance regarding mowing of ditches. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Advertisement for grading and snow plowing for the next two years was reviewed. Supervisor Boyer made a motion to submit a legal advertisement to the Pioneer for opening on May 13, 2010. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Supervisor Boyer made a motion to send Dale Vogt a letter requesting his price per yard on our gravel specs of class 5 modified to 8-12% on the 200 sieve. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.
Supervisor Rauch ran into Kevin Mattison who lives on 15th Street and he indicated that the gate is down at the end there and people are coming through from Wilton. Supervisor Boyer made a motion to send a letter to John Winters of the County Parks and Rec and also Phil Hodapp that the barricades are down at the end of 15th street and people are cutting through. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Kevin also indicated to supervisor Rauch that there was a lot of garbage back on the snowmobile trail and also in the Archery Club.
OLD BUSINESS:
We are waiting to hear from our Attorney on the Letter of Intent that we would like to send to Mr. And Mrs. Brewer regarding the Boot Lake Road. Table until May.
Saiger road issue was tabled until May as no deposit of money was received yet.
Supervisor Boyer made a motion to provide the FEMA rep with Dale Engen's invoices on Balsam Ridge Road and Boot Leg Lake Road and Vogt's Dirt Service so that we can get more money for those water emergencies we had. Supervisor Rauch seconded motion and it carried it on unanimous voice call vote.
Rocks are coming up in the county line road shared with Rockwood and Supervisor Boyer made a motion to send a letter to Rockwood Township stating the county line needs gravel as the rocks are coming through and how should we proceed on that, do they want to do it, do they want us to do it and bill them, please advise. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

Nothing new.
As there was no further business, Supervisor Boyer made a motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:25 pm.
