OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, APRIL 14, 2011.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday March 17, 2011 at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt and
employee Gordon Pierce.
Chairman Hiltz
welcomed everyone and called the meeting to order with the pledge to the flag
at 7:05 pm.
APPROVAL OF
MINUTES:
Supervisor Boyer made a motion to accept the minutes of the March 17, 2011 regular meeting. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
TREASURER’S
REPORT:
Treasurer reported fund balances of General $63,531.80, Road and Bridge $300,765.98, Fire $31,775.90 and outstanding checks of $1,300.00 for a total cash on hand balance of $397,373.68. Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded motion and it carried on unanimous roll call vote.
PAYMENT OF BILLS:
The bills were reviewed. Supervisor Boyer made a motion to pay the bills as presented plus a $720.00 bill received for Northern Contracting. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
NEW BUSINESS:
Supervisor Boyer made a motion to set the Road Tour on Saturday, May 7, 2011, at 8:00 a.m. And anyone wanting to come along can follow behind us and Supervisor Boyer will drive. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.
Karl Wenzel was present and lives on the end of Twain Drive and has a large sink hole and three families cannot get to their homes. A fire truck was out there last weekend and it got stuck in the road. Supervisor Boyer indicated that the township can't touch it until it a petition or something else comes forward. The landowner, Alan Fogerty, was present and indicated that there is an easement for all the families and he does not want this to become a township road. He believes he should have some say as it is his property. It was indicated that the Landowner does to a point as far as signing the petition and that there were a lot of ways to go ahead and try to get the road. Supervisor Boyer indicated that it was the best bet to sit down with all the families. The township cannot fix the road; we can't fix private property/easement roads. Even if he petitioned the township it would be a process and it will take a long time and will not help the present immediate problem. Supervisor Boyer made a motion to contact the association and get an overview of what we could do. Motion seconded by Supervisor Rauch and carried on unanimous voice call vote.
Kevin Schussman present and lives at 671 Balsam Ridge Road and has a problem with water. Kevin will purchase a new culvert and we will pop that old culvert out and a new one will be installed. Dale Engen was present and indicated we should wait for a little bit to do it. Discussion on Ann Bellino's driveway also and she has water running across again too. Three culverts will be put in, one at Schussmans, one at Bellinos and one down the center line.
Kim Peterson was present and also lives on Twain Drive and was wondering if we knew when the road restrictions would be off as she wants to get some gravel put on. She was told it was unknown and discussion was held on sink holes.
Supervisor Boyer asked Dale Engen about Whisperwood and what he thought could be done. He was asked if he could haul his backhoe yet and if there was a circumstance since we are a municipality that we would be alright to do this. It was felt that was possible. Supervisor Boyer would like Dale Engen to check and see what kind of exemptions he has for fixing a road and whether someone from the township can call in and talk to Bruce Hasbargen the county engineer. Discussion held.
The rest of the frost boils are just going to be worked around until it dries out.
OLD BUSINESS:
Kelly Booge was present and presented the Temporary Easement from Jason and Laura Kissel. Kelly met with Ken and Evie Johnson in March and they were very polite and feel that the proposed project is being done only for the development and they are not in favor of it and would not sign the temporary easement. Kelly indicated that Mel Spies asked that his temporary easement be revised so he gets the excess dirt. Kelly read what was added regarding the earth or other material necessarily excavated. Can the work be done without affecting the land of the Johnsons. Kelly feels it is almost impossible to do the work without affecting the Johnson's road. The only way to do it would be curb and gutter and would defeat the purpose. Discussion held. Mel Spies asked that perhaps the town board would send a letter to Ken and Evie and he listed some of the main things for proceeding with the road. Supervisor Boyer made a motion to send a letter to Ken and Evie Johnson indicating that we have heard their concerns and that we are not proposing the road work to benefit any resident or Hunters Point, we are doing it to benefit all the residents. We would be able to control erosion better if this road were done also. The development will be there one way or the other. The county line to the south is getting improved as well. This is a complete safety issue and snow removal issue. We would appreciate it if you would sign the temporary easement so this road work can proceed. If you have any questions you can contact any of the township supervisors. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.
Kelly will have the signed plans and specifications available by the end of next week. Supervisor Boyer asked when Mel Spies was planning on starting the work on his road and he felt he would like to wait and see if this matter got resolved first.
Errors and Omissions insurance quote not received yet. They want to see the policy we have now in order to quote a new one.
ROADS:
Discussion held with Wade Thoring on the roads and where the bad areas are. He indicated he would be going out to blade tomorrow.
Bargen stopped in and gave Supervisor Boyer a quote of $16,228.52 to seal the cracks on Adams, Kennedy, Quincy, that whole loop. The quote was reviewed and filed.
Quote received from Dale Vogt for 9.75 cubic yard for gravel. It will be filed.
REPORTS:
Gordy indicated he borrowed two signs until the county got the new ones in and he brought the borrowed ones back and told them so we should only get a bill for the new ones.
The short course information was reviewed and Supervisor Hiltz gave Supervisor Boyer the road information that was received. Sign reflectivity information was received and the law says you have to have someone over the age of 60 to study all the signs for their reflectivity. The plan has to be prepared by the end of 2012 and all signs that need to be replaced need to be done by 2015 and 2018. Northern Township had someone come and do this and they were going to contact us when they came back into the area.
Supervisor Hiltz reported on the short course and the townships working with the fire departments.
Supervisor Hiltz reported that at the short course they indicated that the 3 year term can be changed to a six year term to alleviate turn over.
As there was no further business, Supervisor Boyer made a motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 9:15 p.m.
