OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, AUGUST 12, 2010.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday August 12, 2010 at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt, and
employee Gordon Pierce.
Chairman Hiltz
welcomed everyone and called the meeting to order with the pledge to the flag
at 7:05 pm.
APPROVAL OF
MINUTES:
Supervisor Boyer made a motion to accept the Minutes of the July 8, 2010 regular meeting minutes. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
TREASURER’S
REPORT:
Treasurer reported fund balances of General $70,250.58; Road and Bridge $314,365.89 and Fire $32,401.73 for a total cash on hand balance of $417,018.20. Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded motion and it carried on unanimous roll call vote.
PAYMENT OF BILLS:
The bills were reviewed. Discussion held. Supervisor Boyer made a motion to pay the bills as presented. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
OLD B USINESS:
Kelly Booge was present and gave us all the Highway Easements for signature for the Boot Lake Road. Supervisor Boyer made a motion to send a letter to the 4 residents that need to sign easements and have them come to the next meeting to sign them. The easement to Robert and Kellie Brewer will need to be sent out to them as they don't live in town. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Kelly Booge was also present with the final plat of Hunters Point and the road recommendations. Also present was Kathy Spies. They will know on the 23rd if they can move forward this year. The documents were reviewed and discussion held. Kelly also presented the township with two estimates for work on Sportsman's Road and Leonardway SW. Discussion held. We can't make any decisions until we know if they get their go ahead on the 23rd. This matter will be tabled until the September meeting.
NEW BUSINESS:
Discussion on advertising for bids for the Red Oaks Addition. We are unsure if the owner of the plat has enough signatures to get the paving done. This matter will be tabled until February and re-visited to see if we get a petition at that time. Discussion held on what is platted and not.
Rockwood Township had a meeting about ripping up the shared road and Dale Vogt was present. They wanted to add gravel and the town board called Supervisor Boyer and he o.k.'d it as it was previously discussed and there was not near the material on the road that we thought so it had to be done.
Treasurer Boyer presented the notice from the bank showing the CD is renewing. It was reviewed and will be filed.
A representative from the school called Supervisor Rauch and asked if it was going to be alright for a bus to go down Heltzer's Road to pick up a child. It was indicated that it would be made sure that it was done and o.k.
A Letter was received from Beltrami County regarding who was responsible for what sections of our township for the soil and water conservation. If we have issues we should contact Chris Parthun.
REPORTS:
Supervisor Rauch reported on Animal Control. 2nd quarter we received 21 complaints, no animal bites, no citations, and 12 impounds. Citations are going up in Northern and Frohn townships. The county attorney is handling cases now. The Animal Control really needs the financial end of their organization taken care of and Supervisor Rauch asked Treasurer Boyer if she would be interested in doing it. Treasurer Boyer indicated she would think about it and contact the prior treasurer and let Supervisor Rauch know.
Supervisor Rauch reported on the primary election. 188 voters turned out and there were 12 new registered voters. November he will have all six of the elections judges and they will all work all day. Everything went well.
ROADS:
In pretty decent shape.
Work going on down on Boot Lake Road and Wade Thoring also went up into Tom Lundberg's development on Grant Lake and cleaned off all the shoulders, mowed everything back and sprayed with round-up.
Gerald Miller indicated to Supervisor Rauch that his road was sloppy in front of his house and that the grader was going up into the development every time they came out on the road and they shouldn't be and Supervisor Boyer will check on that and make sure they are not doing that.
As there was no further business, Supervisor Boyer made a motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:30 p.m.
