OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, DECEMBER 10, 2009.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday December 10, 2009 at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer and Clerk Schmidt.
Supervisor Hiltz
welcomed everyone and called the meeting to order with the pledge to the flag
at 7:10 p.m.
APPROVAL OF MINUTES:
Supervisor Rauch made a motion to accept the Minutes of the November 12, 2009, Regular Meeting as presented. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
TREASURER’S
REPORT:
Treasurer reported fund balances of General $61,505.41; Road and Bridge $127,247.64; and Fire $26,121.50 and outstanding checks of $269.68 for a total cash on hand balance of $215,144.23. The balance is off by 20.00 which is an NSF fee and it will be corrected. Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded the motion and it carried on unanimous voice call vote.
PAYMENT OF BILLS:
The bills were reviewed. Supervisor Boyer made a motion to pay the bills as presented. Supervisor Rauch seconded motion and it carried on unanimous roll call vote. Supervisor Boyer made a motion to send the Bitker's a bill for the signage on Stacyrich. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
NEW BUSINESS:
The rates of pay were reviewed and discussed. Gopher bounty should be at 1.50 instead of 1.00. That should be the only thing that changed. Supervisor Boyer made a motion to set the rates of pay as previously set except for the gopher bounty being raised from 1.00 to 1.50. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Dale Vogt has been authorized to start plowing the tarred roads again and sanding where and when needed.
Roadside brushing was discussed. Supervisor Boyer made a motion to send Rick Schulke a letter and ask him to do get ahold of Supervisor Boyer to do some spot brushing as directed. River Crossing, Balsam Ridge North and Juneberry are the roads that need the most attention. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Supervisor Boyer made a motion to send off an email to Troy Gihlcrest to find out if we can require all new driveways/residents to be required to install a county mailbox post. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Selma Jacobson lives on the end of River Heights and contacted Supervisor Boyer indicating that there is a turn around down by her house and no-one uses it they use her driveway and she asked if we would do something about it. Supervisor Boyer indicated to her that we would look at it on the road tour.
OLD BUSINESS:
Boot Lake Road matter discussed along with the response we got back from Troy
Gihlcrest and what we should do with the Brewers. Supervisor Boyer made a motion to send a
letter to Kelly Booge at Freeburg and Grund asking him to draw up the easements
for 66' and have him contact Mr. And Mrs. Brewer asking them to sign the
same. Discussion held. Supervisor Hiltz seconded motion and it carried
on unanimous voice call vote.
RESPORTS:
None
ROADS:
Joel Johnson showed up at the meeting at this point and asked to have his wage increased due to the cost of fuel going up. He presented a Request for Hourly Rate Change form and it explained his reasoning for the request. He would like a 3.90/hour raise for the grader for summer grading and winter snowplowing. Discussion held. Supervisor Boyer made a motion to grant Johnson Construction the 3.90 per hour increase until his contract expires or fuel drops and he lowers it again. Discussion held. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
Discussion held on the minimum maintenance road on Fern Lake and maybe possibly doing something with it some day.
As there was no further business, Supervisor Boyer made a motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:30 p.m.
