OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, FEBRUARY 14, 2008.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday February 14, 2008 at the Grant Valley Town Hall. 

 

Board Members and employees present were Hiltz, Boyer, Rauch, Treasurer Boyer and employee Gordon Pierce and Deputy Clerk Becky Hiltz (in absence of Clerk Schmidt)

 

Supervisor Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:00 p.m.

 

APPROVAL OF MINUTES:

 

Minutes of January10, 2008, meeting were reviewed.  Supervisor Boyer motioned to approve the minutes, seconded by Supervisor Rauch and carried on a unanimous voice call vote.

 

TREASURER’S REPORT:

 

The Treasurer reported fund balances of General $57,047.51; Road and Bridge $334,726.18 and Fire $20,227.82 for a total cash on hand balance of $418,004.96.  Supervisor Rauch made a motion to approve the treasurer’s report, subject to audit. Supervisor Boyer seconded motion and carried on a unanimous roll call vote.

 

PAYMENT OF BILLS:

 

Bills were reviewed. Supervisor Boyer made a motion to pay all the bills as presented. Supervisor Rauch seconded the motion and it carried on unanimous roll call vote.

 

NEW BUSINESS:

 

15th Street Residents:

                49 Signatures out of 54, Petition handed in. People saw numbers and explanation. Pam Johnson property sold Contract for Deed, 2 were Printed and signed too. 75% is 40.5 signatures. Parcel Number is next to it.  Clerk Schmidt will verify all parcels against signatures.  Petition has been handed in.  The residents wondered about other procedures that are to be taken after this.  The Township arranges things but there will be approximately 4-5 meetings and will let them know when, they should have a few representatives present, and they can let residents know to let the contractor know if they want their driveway paved too.   Paul Zanter signed for Bohlman’s land as he recently purchased it. Two culverts on the east end, put in right place, on hill, Boyer says they will take care of that later. Next meeting will be March 6th.

                Supervisor Boyer motioned to table petition until March 6th seconded by Rauch and carried on a unanimous voice call vote.

               

Kelly from F&G – New Plat:

                Supervisors looked at plat maps. Road layout looks ok to Supervisor Boyer.  Out lot is there.

They will address drainage plan with recommended floor elevation for houses.  Park area in center, storm water retainage area also.  Want to see culverts through out lots. We could write County a letter formalizing we don’t see need for additional roads. Copy needed for formal road agreement.  HRDC is owner.  Supervisor Rauch made a motion to send the County Planning Commission a letter that the township is in agreement with concept design and see no need for additional roads for accessing adjoining property.  Motion seconded by Boyer and send carbon copy to Kelly at F&G and carried on unanimous voice call vote.

 

 

 

Other New Business:

Letter stating Lynn has requested access to Social Security.

Interest Income in 2007 was $11,020.27

                Discussed benefit fund letter.

 

OLD BUSINESS:

 

Boot Lake Road:

Clerk Schmidt indicated to Supervisor Hiltz that she IltzHilwould leave something here if she found out anything. Try for another month to contact him and resolve problem. Letter might have to be sent after next meeting. 

 

Brushing; Rick Schulke talked to Supervisor Boyer and Boyer told him if needed he can drive with, some trees have fallen, but still a few, push back out of the way. He could start anytime, hopefully before frost isn’t out. Number given was only per one side. Beltrami Line Road, Boyer will contact him about doing just north side, and development, Buchanan, just do our sides of road. On roads with shared roads, just do our side.  Lundberg’s development we will leave for now.    

 

Short Course got moved to Walker, Boyer not going, Rauch will probably go, April 2.  Supervisor Boyer motioned to send anyone to short course and Township will pay fees and mileage.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

Back to New Business:

BUDGET:
                Went over numbers.

(Clerk doesn’t need a new laptop.)

(Clerk might go to Short Course cause it’s out of town this year, but wait it’s not in St. Cloud)

 

Supervisor Rauch motioned that numbers are our proposed numbers to bring to annual meeting.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.  

 

REPORTS:

Supervisor Rauch went to BATO there were 12 people there. Stephan Green, new MAT director came. April 2nd short course, upcoming Urban meeting, Junior scholarship is available on website. Annual meeting for BATO is April 22. 

 

ROADS:

Road are decent, Stone Lake got caught in the frost. Gordy suggests to have grader hit small roads again.  

 

COMMENT: MARCH 6th Meeting at 6:30

 

As there was no further business, Supervisor ­Rauch made a motion to adjourn.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.  Meeting adjourned at 8:52.
