OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MONTHLY MEETING OF THURSDAY, FEBRUARY 12, 2009.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday, February 12, 2009, at the Grant Valley Town Hall.

 

Board Members and employees present were Supervisor Hiltz, Supervisor Boyer, Supervisor Rauch, Treasurer Boyer and Clerk Schmidt.

 

Chairman Hiltz called the meeting to order at 7:00 p.m., with the pledge to the flag.

 

Approval of Minutes:

Supervisor Rauch made a motion to accept the January 8, 2009, Minutes.  Motion was seconded by Supervisor Boyer and carried on unanimous voice call vote.

 

Treasurer's Report:

The Treasurer reported fund balances of General $68,673.20; Road and Bridge $212,494.61; and Fire $21,265.49 for a total cash on hand balance of $302,433.30.  Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit.  Supervisor Boyer seconded motion and it carried on unanimous roll call vote.

 

Payment of Bills:

The bills were reviewed.  Supervisor Boyer made a motion to pay the bills as presented.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

 

New Business:

Kelly Booge was present from F&G to discuss the Boot Lake Road.  The road work was discussed and also whether it could be done in phases and it was indicated that it could not be.  Estimated cost is approximately $143,000.00.  It was discussed that we would like to have F&G go ahead and get the bids in and do all the administrative work to get us the price the road will actually cost us and then bring it back to us and then we can decide if we will go ahead with the project and whether or not we want them to oversee the project or if the township will oversee it.  Discussion held that we would have this information at our April meeting.  Supervisor Hiltz asked how long the bids would be valid for.  Kelly indicated they would make it so the bid opening would be close to that meeting so they would be valid through the time we meet.  Supervisor Boyer made a motion to authorize F&G to present a bid package and put it out for bids and give us results at our April 9, 2009, meeting.  Supervisor Rauch seconded motion.  Discussion held.  Motion carried on unanimous roll call vote.  

 

Mr. and Mrs. Spies were present and have recently purchased the Adam Schmidt property and they plan on eventually building down there.  Their long range plans would be to subdivide with new construction homes and covenants.  It was also discussed that they would like to have the road that is going to Bohlmann's made into a road.  That could be dedicated to the township within the plat or Spies would purchase it from Bohlmann and dedicate it on the plat themselves.  Supervisor Hiltz asked if the farm house that was there was going to be part of the plat or not.  They indicated that it would not be part of the plat.  Discussion held on their plan and they were given some forms and information to look at. 

 

 

Supervisor Hiltz made a motion to appoint Ed Rauch, Melvin Miller and Althea Miller as election judges for the March election along with Shirley Moe, Dennis Enright and Shirley Wright as alternates and have Clerk Schmidt send out notices to these judges.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.

 

Board of Review training information was received and Supervisor Hiltz made a motion to send Supervisor Boyer and Supervisor Rauch to this training.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.  The Clerk will check to make sure Supervisor Hiltz's information was updated. 

 

Supervisor Boyer made a motion to set the March meeting for Thursday, March 5, 2009, at 7:00 p.m., at the town hall.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

Supervisor Hiltz made a motion to send the following letters regarding not snowplowing into the road –                                      Resident at 1464 Becida Road and his needs to say 66' from centerline, and the Hunts at 5037 Leonardway Road and theirs needs to say 33' from centerline.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.

 

Correspondence received from MasTec requesting whether or not we require utility permits to be signed when placing cable along or under the roads.  We notified them “no” we don’t require permits, but we need to be notified.   Supervisor Boyer made a motion to sign the MasTec permit for the land on Deer Haven.  Supervisor Hiltz seconded and it carried on unanimous voice call vote. 

 

Public Notice Regarding Solid Waste Facility Permit was reviewed and no action was taken.

 

Budget:

The general fund was reviewed and it was suggested that it stay the same.  There were some funds moved from one account to another, but the total was the same.  The fire fund was reviewed and it was suggested that we should bump that to $35,000.00 from $33,000.00.  The Road and Bridge fund was reviewed and it was suggested that it stay the same.  Discussion held and review of funds done.  It was thought that the paved construction account be brought up by $5,000.00.  This would be a total increase of 2%. 

 

Supervisors Reports for Annual Meeting:

Roads – Supervisor Boyer will talk about the 15th Street project completed and how long it has been in the process; road projects coming up would be basically Boot Lake Road which has been in the process for a while and it is a safety issue; Kimmur needs some work; seal tar roads, cracks.

Fire – Supervisor Hiltz will talk about the fire fund and what is to be paid to city went up drastically, three townships will possibly be added. 

General - Animal control, regular funds will be discussed by Supervisor Rauch.

 

Supervisor Hiltz reported on the Fire Association and the dues are going up and three townships will possibly be added.

 

BRACO and BATO – Supervisor Rauch attended both of these.  Animal control calls are down.  Budget will stay the same so fees will not go up.  The Animal Control Officer was given a raise and he is going to be gone the end of June and the Sheriff's Department will be taking his calls.  Impound fees were raised and they need a Resolution signed in order to do this.  Supervisor Rauch made a motion to approve and sign this Resolution.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.  BATO meeting – Mel Melander and Phil Hodapp were both present.  Supervisor Rauch wanted to invite Sheriff Hodapp to the April meeting as he wanted to come and visit with all the townships.  Wilton is trying to annex 80 acres from Eckles Township at the present time.  Joe Vene was also present at that meeting and talked a little about having a Veterans Home in Bemidji and he presented a Resolution.  Supervisor Rauch made a motion to approve and sign this Resoultion.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote. 

 

Supervisor Hiltz received a call indicating that when Dale is blading in Country Lane; when he gets to the T's, especially on the north end by Lempola, he's being turning around in the T but not cleaning it out.  He was doing it earlier in the year but now isn't.  Supervisor Boyer will let him know to clean it out.

 

As there was no further business, Supervisor Boyer made a motion to adjourn.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  Meeting adjourned at 9:20 p.m.
