OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, FEBRUARY 10, 2011.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday February 10, 2011 at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer and Clerk Schmidt.
Chairman Hiltz
welcomed everyone and called the meeting to order with the pledge to the flag
at 7:00 pm.
APPROVAL OF MINUTES:
Supervisor Rauch made a motion to accept the Minutes of the January 13, 2011, meeting. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
TREASURER’S
REPORT:
Treasurer reported fund balances of General $67,626.40, Road and Bridge $280,805.12, Fire $30,298.98 with an outstanding check of $883.20 for a total cash on hand balance of $379,613.70. Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded motion and it carried on unanimous roll call vote.
PAYMENT OF BILLS:
The bills were reviewed. Discussion held on Vogt Dirt Service bill. His bill was just a clarification to be sent to the county attorney. No check should be sent to him. Supervisor Rauch made a motion to pay the bills as presented minus the bill to Vogt Dirt Service. Supervisor Boyer seconded motion and it carried on unanimous roll call vote.
NEW BUSINESS:
Assessor Bob Seado was present. The county is not intending to change any values, land or building schedule. Everyone's number should decline by a small amount. In the event that his contract ended last year he would do the same billing for this current cycle. Possibly it could go up in 2012, but if it did it wouldn't be much. May 3rd has been set for the Board of Review at 9:00 a.m. Half a dozen new houses were built, mostly in the HRDC development, and the two commercial buildings on Division Street.
Red Oaks development was discussed as it had been asked to be put on the February Agenda in case they came with a petition for paving. Discussion held on the road needing some substantial work if the residents are not going to request it be paved.
No residents from Sportsmen Road SW were present other than Mel Spies and Chairman Hiltz. Temporary Easement documents were presented to the board from Freeburg & Grund and were reviewed. Brian will take three of the four documents back to his office and have Kelly try to get the signatures on those documents. Lengthy discussion held. Bid opening discussion held - no rocks in ditch, the easement issue, and if the dirt issue is going to become an issue how do we address that. The dirt issue is included in the easements. The advertisement could be opened up in April. The matter should be tabled until the March meeting to make sure the easements are completed.
Our CD is maturing on the 15th at First National Bank. Treasurer Boyer will check into getting the CD put on a year, instead of 6 months.
BUDGET:
All funds were reviewed and recommendations made. General was at 43,000.00 and will be asked to be raised to $46,660. Road and Bridge was at 221,600.00 and will be asked to be raised to $236,100.00. Fire was at 35,000.00 and will stay the same. The total on those is $317.760.00.
OLD BUSINESS:
Clerk will send copy of Dale Vogt's bill to the county attorney regarding the gravel that was taken off the road.
Noxious weed flyer reviewed and filed.
Land Stewardship letter reviewed and filed.
February 24th rural fire association annual meeting notice reviewed and filed.
SWCD annual tree sales program flyer received, reviewed and filed.
REPORTS:
Supervisor Boyer attended the BATO meeting and there were some issues regarding E&O insurance. The rep for MAT was present. Bill Patnaude, Jim Lucachick and Chris Parthun were all present.
Supervisor Hiltz reported on the fire association. Looking at purchasing land on Lake Avenue and remodeling some of the fire station. Levy for 2011 was kept the same.
Supervisor Hiltz also went to the meeting regarding the County Line Road. Probably paved next year. Going to re-shape road and narrow Fern Lake Road.
ROADS:
Are in good shape, a little slippery and we have lots of snow.
As there was no further business, Supervisor Boyer made a motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 9:25 p.m.
