OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, January 10, 2008.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday January 10, 2008, at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt and
employee Gordon Pierce.
Supervisor Hiltz
welcomed everyone and called the meeting to order with the pledge to the
flag.
APPROVAL OF MINUTES:
Supervisor Boyer made a motion to approve the December 13, 2007, Minutes with the correction of re-moving, not moving the last sentence. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.
TREASURER’S REPORT:
The Treasurer reported fund balances of General $64,098.90; Road and Bridge $332,523.13 and Fire $19,404.44 along with outstanding checks of $14,255.00 for a total cash on hand balance of $430,281.47. Supervisor Boyer made a motion to have the Treasurer call the bank and stop payment on the stale dated check outstanding. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Supervisor Boyer made a motion to accept the Treasurer’s Report subject to audit. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
PAYMENT OF BILLS:
The bills were reviewed. Supervisor Boyer made a motion to pay the bills as presented. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
NEW BUSINESS:
Charles and Delores Wiggins were present and have a couple of questions regarding the petition for getting 15th Street paved. They were wondering about getting a bid for the tarring or what they should do. Discussion was held. They do not pay for any earthwork or graveling, just the bituminous and the shouldering – 24 feet wide with one foot of shoulder on each side and two 1-1/2” lifts. The Petition needs to be turned in by our February meeting. Discussion held on interest rates, years of assessment, what the assessment fees are, etc.
Supervisor Boyer made a motion to pass Resolution 2008-1 for Timber Lane SW, Deer Haven SW, Hidden Meadows SW, and 2008-2 for Doris Court, for the Erection of Regulatory Speed Signs. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Supervisor Hiltz made a motion to set the Board of Audit on Thursday, March 6, 2008, at 6:30 p.m. and the regular March meeting for March 6, 2008, at 7:00 p.m. Supervisor Boyer seconded motion and it carried on unanimous voice call vote. Supervisor Boyer had a question on the report and Treasurer Boyer will print out forms for the February meeting and the budget will be discussed at that time.
Supervisor Boyer made a motion to appoint Melvin Miller, Shirley Moe, Dennis Enright, Mary Wright, Althea Millar, and Gordy Pierce for the Annual Election in March. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
OLD BUSINESS:
Boot Lake Road – We are still waiting to hear from Mr. and
Mrs. Brewer to set up a meeting, but have not heard from them yet. We will table until February and see if we
have got in contact with them.
Heltzers should be moving along with Freeburg and Grund.
The response from Troy Gilchrest regarding the easement for Bob Hiltz’s matter was reviewed. It was concluded that this should be left the way it is with the township owning the easement as it states that the “owner would have a right to use the easement area granted the town by the DNR since the easement is for public road and the easement itself acknowledges that fact”. If this is the case, however, we would not be able to bill Mr. Hiltz for any of this, as we are not actually providing him an easement. He would have to put his gate at the entrance to his property instead of the entrance to the road. Discussion held. Supervisor Boyer made a motion to send a letter to Bob Hiltz indicating that we have been granted an easement which is open to him and the public so all is well. A copy of our attorney’s note should be included. The gate needs to stay at his property line and cannot be at the road. No fees will be charged to him as no easement was actually granted to him, but rather just the township. If you have any questions feel free to come to the February meeting and we would be happy to discuss them with you. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.
No action taken on Barb Super matter.
Brushing – discussion held on whether we want to do some brushing and the quote from Northern Vegetation of $129.00 a mile was discussed. Supervisor Boyer will have Northern Vegetation verify whether the 129.00 is for one side or two sides. Supervisor Hiltz made a motion to have Northern Vegetation do brushing for all of our roads after the clarification of his quote, but no trees to be cut. Supervisor Rauch seconded motion. Discussion held. Motion carried on unanimous voice call vote.
REPORTS:
Supervisor Hiltz went to the meeting at the county for Grant Lake/Ronglien Park and Bob Milne from the county indicated they had approximately 200,000.00 put away for roadwork. Discussion held. The adoption of the parks and recs plan was completed at that time. Everyone that was there that spoke was in favor of it. Bob Milne is going to work for the DNR shortly and will no longer be with the county. Discussion held.
Supervisor Hiltz reported on the fire association. He attended a meeting today for long range planning and the 25th of January the new pumper truck is supposed to be in. The MN Dot building will probably be sold fairly soon so they will probably be looking at another location for a south station.
Supervisor Rauch reported on the Animal Control meeting he attended and the report that Dolf Corvelli
supplied. Grant Valley had 17 calls for the 4th quarter. The procedures for the Animal
Control Officer are being worked on due to the incident at the fairgrounds. Dolf Corvelli’s workers’
compensation insurance is going up and he needs a new kennel for the back of his truck and in the future
he may like a landline. Discussion held on calls.
As there was no further business, Supervisor Boyer made a motion to adjourn. Supervisor Rauch
seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:55 p.m.
