OFFICIAL TRANSCRIPT OF
THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MONTHLY MEETING
OF THURSDAY, JANUARY 14, 2010.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday, January 14, 2010, at the Grant Valley Town Hall.
Board Members and employees present were Supervisor Hiltz, Supervisor Boyer, Supervisor Rauch, Treasurer Boyer, Clerk Schmidt and employee Gordon Pierce.
Chairman Hiltz called the meeting to order at 7:00 p.m., with the pledge to the flag.
Approval of Minutes:
Supervisor Rauch made a motion to accept the December 10, 2009, Minutes. Motion was seconded by Supervisor Boyer and carried on unanimous voice call vote.
Treasurer's Report:
The Treasurer reported fund balances of General 76,656.47; Road and Bridge $204,449.02; and Fire $22,389.86 for a total cash on hand balance of $303,735.37. Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded motion and it carried on unanimous roll call vote.
Payment of Bills:
The bills were reviewed. Supervisor Boyer made a motion to pay the bills as presented. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
New Business:
Supervisor Rauch made a motion to make our official newspaper the Pioneer. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
The Board of Audit was discussed and it should be set for February. Supervisor Boyer made a motion to set the Board of Audit for Thursday, February 11, 2010, at 6:30 p.m. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
The budget was discussed. We will look more at the reports and set the budgets at the February meeting.
OLD BUSINESS:
A letter response was received from attorney Troy Gilchrist regarding the mailbox information. Supervisor Boyer indicated that we could send a letter out to the residents regarding the same and including the state statute. Discussion held on the same. Supervisor Boyer made a motion to send out a letter to all residents of the township with a copy of the statute indicated and a contact for the county highway department along with the pricing to have it installed and a contact person. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Rick Schulke called Supervisor Boyer regarding brushing and he will be out of town for a couple of weeks but asked Supervisor Boyer to get ahold of him at the end of the month and he can meet with him and find out what roads we want done and he will get them done.
Supervisor Hiltz made a motion to send a letter to Tom and Susan Kaplan that he cannot have any road obstructions in the road right-of-way (33' from the centerline). Please remove your obstructions or they will be removed and you will be billed for the removal. Any questions call Supervisor Hiltz or Supervisor Rauch. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Census 2010 information was received, reviewed and filed.
REPORTS:
Supervisor Rauch reported on Animal Control. He was at the last meeting. We only had 10 complaints in the 4th quarter with a grand total in the year of 81. We had six citations issued for the year. Dolf sent a letter regarding a resident on Grant Valley Road for Mr. Gardner whose dog is bothering the neighbor and who has been warned several times. They worked on the budget for Animal Control and they gave Dolf a raise and our dues will not be going up. They also gave Mary a 50.00 increase yearly.
Supervisor Hiltz reported on the Fire Association. It has been slow. There is a new fire chief who came from Grand Forks, ND.
ROADS:
Roads are fine now other than not getting much plowing done over Christmas. Supervisor Boyer sent Dale Vogt out to put sand down on the corners that were slippery.
As there was no further business, Supervisor Rauch made a motion to adjourn. Supervisor Boyer seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:25 p.m.
