OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, JANUARY 13, 2011.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday January 13, 2011 at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt, and
employee Gordon Pierce.
Chairman Hiltz
welcomed everyone and called the meeting to order with the pledge to the flag
at 7:00 pm.
APPROVAL OF
MINUTES:
Supervisor Rauch made a motion to accept the Minutes of the December 9, 2010. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
TREASURER’S
REPORT:
Treasurer reported fund balances of General $75,687.69; Road and Bridge $292,713.14 and Fire $46,528.75 with outstanding checks of $46.17 for a total cash on hand balance of $414,975.75. Supervisor Boyer made a motion to accept the Treasurer's Report subject to audit. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
PAYMENT OF BILLS:
The bills were reviewed. Discussion held on the County Highway Department bill. Supervisor Boyer made a motion to pay the bills as presented. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
NEW BUSINESS:
Supervisor Boyer made a motion to set the Board of Audit for Thursday, February 10, 2011 at 6:30 p.m. at the town hall. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Supervisor Boyer made a motion to move March's regular meeting to the 17th of March, 2011, at 7:00 p.m. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Supervisor Boyer made a motion to appoint Melvin Miller, Althea Miller and Edith Hoyum as election judges to act at the annual meeting on March 8, 2011. Supervisor Hiltz seconded motion and it carried on unanimous voice call vote. The Clerk will send a letter to these individuals notifying them of the same.
Supervisor Rauch made a motion to appoint the Bemidji Pioneer as our official newspaper. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
Supervisor Boyer asked that setting the budget recommendations for the annual meeting be put on the Agenda for February.
Supervisor Boyer made a motion to send a letter to Robert Seado inviting him to attend our February meeting if he feels the need. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
OLD BUSINESS:
Brian Freburg and Mel Spies were present and the County Board approved the Plat on December 21, 2010 and Mel has received a quit claim deed from Mr. Platt so the driveway matter has been taken care of also.
Brian Freburg presented the Board with a preliminary Sportsman's Road Plan Profile. These documents were reviewed and discussion held. The final of this will be prepared and presented again to the board. F&G will begin preparing slope easements for the landowners involved. Supervisor Boyer indicated that all the driveways should be uniform.
Supervisor Hiltz will call Dale Vogt again to get his bill for the one load of gravel since he hasn't gotten it to us yet.
REPORTS:
Supervisor Rauch reported on Animal Control. Dolf has been writing more citations. Complaints are down. Bemidji Township is going to be taking over the finances and insurance. The Clerk for Bemidji Township will be taking that over. Our Animal Control rate will not go up, it will be the same. Dolf has a few people in mind to take over his job if he sells his house. Grant Valley had 15 complaints for last quarter and 68 for the year which is down from last year. No animal bites for the whole year.
Discussion held on our policy that a person from an organization needs to be present at the annual meeting if they want to request any donation.
ROADS:
Are in good shape, a little slippery and we have lots of snow.
As there was no further business, Supervisor Boyer made a motion to adjourn. Supervisor Rauch seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:35 p.m.
