OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, JUNE 10, 2010.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday June 10, 2010 at the Grant Valley Town Hall. 

 

Board Members and employees present were Hiltz, Rauch, Deputy-Treasurer Leah Hendricks, Clerk Schmidt and employee Gordon Pierce.

 

Chairman Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:05 pm.

 

The engineers from Freeburg & Grund were reviewing the Boot Lake Road with Mr. James Brewer at the start of the meeting.  The Supervisors had already viewed the road.

 

APPROVAL OF MINUTES:

Supervisor Rauch made a motion to accept the Minutes of the May 13, 2010 regular meeting.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote. 

 

TREASURER’S REPORT:

 

Treasurer reported fund balances of General $56,814.53; Road and Bridge $202,375.96; and Fire $23,671.24 and outstanding checks of $2,222.67 for a total cash on hand balance of $285,084.40.

Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Hiltz seconded motion and it carried on unanimous roll call vote.

 

PAYMENT OF BILLS:

 

The bills were reviewed.  We will wait to pay them until Joel Johnson gets here with his bill.

 

NEW BUSINESS:

 

The Engineers from Freeburg & Grund returned from the road review on the Boot Lake Road.  They feel there are erosion issues and that the bales can be taken out unless they are in areas where there is erosion happening.  Mr. Brewer talked to them about he and his son's entrances.  Kelly Booge from Freeburg & Grund will continue to try to get the Brewers signatures on the final documents.  Kelly will also be sending Reierson Construction a letter stating what they need to fix for their warranty.

 

Mel Spies was present and presented a letter regarding his proposed Plat.  Also with him was Kelly Booge from Freeburg &Grund and he presented a preliminary plat map.  Discussion held.  Kelly wanted to know if we would like to do a temporary road easement at the end of the road for a turnaround not a cul-de-sac and it was felt that would be fine.  The home that is already in this property will be included in the plat.  Supervisor Rauch made a motion to send a letter to Bill Patnaude at Beltrami County indicating that we agree with the concept of the preliminary plat that was presented to us by Mel Spies and Kelly Booge.  Our approval is subject to the driveway for Lot 6 and storm water storage for Lots 8 and 9 and also upon us receiving a final drawing of the plat.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote. 

 

Supervisor Hiltz made a motion to sign the Road Agreement presented for this plat.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote and the Road Agreement was signed and a copy was given to Kelly Booge. 

 

Terry Diffley from Rockwood Township was present and there were some bids dropped off for the shared road with Rockwood.  Supervisor Boyer had been to Rockwood Township’s meeting and it was decided that they would call for quotes on the road and have the bids dropped off tonight at our meeting.  The bids that were dropped off were not opened and were given to Mr. Diffley so he could take them to Rockwood's meeting where they might receive more.  The Rockwood Supervisor who called out for bids was not present and there was some confusion as to when the contractors could bring their bids.  Mr. Diffley is not comfortable putting more than a 2” lift on that road.  Rockwood Township's meeting is on June 22nd.  Supervisor Rauch made a motion to send the bids that were dropped off here to Rockwood's meeting on June 22nd.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.  Supervisor Rauch made a motion to send Supervisor Matt Boyer to Rockwood's meeting on June 22, 2010.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.  The two quotes that were given to Terry Diffley were from Reierson Construction and Johnson Construction. 

 

Supervisor Hiltz made a motion to appoint Election judges for this fall/winter elections as Ed Rauch, Melvin Miller, Edith Hoyum, Dennis Enright, Althea Miller, Shirley Moe, Mary Wright and Gordy Pierce. 

Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

Supervisor Rauch made a motion to send a certified letter to Leo Osmundson to remove the dirt out of the ditch in front of his home on Juneberry by July 15, 2010.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

 

Terry Diffley indicated that he just wanted to give us an FYI that he attended the Hubbard County five year road planning meeting and apparently 2011 or 2012 is their plan for straightening the east line of the County Line Road and doing some more work also, unsure about paving.

 

New insurance information for our new policy was received, reviewed and filed.

 

FEMA letter received indicating we were going to receive $172.61 and we felt it was to be more than that so Clerk Schmidt will check into this and get back with information at the July meeting.

 

PAYMENT OF BILLS:

 

Supervisor Hiltz made a motion to approve the bills as presented adding Johnson Construction’s bill for $5022.00 and Thoring's Grading of $2437.50.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

 

OLD BUSINESS:

 

Bette Starling was sent an updated letter regarding the pipeline taking care of the roads they damaged from their construction indicating they could fix the roads for us.

 

Supervisor Rauch made a motion to award Jesse Rockstead the ditch mowing at the price of $2,388.00.  His insurance expires August 1 and he won't start mowing until after that so he will get us a new insurance certificate then.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

 

ROADS:

 

Supervisor Rauch indicated that there is spot gravel needed by Grant Creek as it is starting to dip down.  He feels this is an important matter to take care of soon and it was agreed that it was.  Supervisor Rauch will call Dale Vogt in the morning and ask him to add this to his list of graveling. 

 

Supervisor Hiltz made a motion to send a letter to the county to put up a stop ahead sign on Country View Lane where it attaches to the Becida Road.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote. 

 

 

 

 

REPORTS:

 

Supervisor Hiltz reported on the Fire Association. 

 

No other reports.

 

 

As there was no further business, Supervisor Rauch made a motion to adjourn.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.  Meeting adjourned at 8:35 pm.
