OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, MARCH 6, 2008.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday March 6, 2008 at the Grant Valley Town Hall. 

 

Board Members and employees present were Hiltz, Boyer, Rauch, Schmidt, Boyer and employee Gordon Pierce.

 

Supervisor Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:00 p.m.

 

APPROVAL OF MINUTES:

 

Supervisor Rauch motioned to approve the minutes of February 14, 2008.  Supervisor Boyer seconded motion and carried on a unanimous voice call vote.

 

TREASURER’S REPORT:

 

The Treasurer reported fund balances of General $55,680.48; Road and Bridge $334,214.37 and Fire $20,633.70 plus outstanding checks for a total cash on hand balance of $415,760.55.  Treasurer Boyer indicated that our CD renewed at a rate of 3.5%.  Supervisor Rauch made a motion to approve the treasurer’s report, subject to audit. Supervisor Boyer seconded motion and carried on a unanimous voice call vote.

 

PAYMENT OF BILLS:

 

Bills were reviewed. Discussion held on gravel and sanding.  Supervisor Boyer made a motion to pay all the bills as presented. Supervisor Rauch seconded the motion and it carried on unanimous roll call vote.

 

OLD BUSINESS:

 

15th Street Petition discussed.  Order for Hearing needs to be set.  A feasibility report was received and reviewed.  Supervisor Rauch made a motion to accept the Petition as presented on February 14, 2008.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.  Supervisor Boyer made a motion to set the hearing on Thursday, April 10, 2008, at 6:30 p.m. at the town hall.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote. 

 

Kelly Booge and Aaron Chirpich were present and showed the preliminary plat of Sunset Meadows and presented a Road Agreement with a couple of changes requested.  The Road Agreement was reviewed and Supervisor Boyer made a motion to sign and accept the Road Agreement for Averi Circle.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote. 

 

Discussion on Boot Lake Road.  Supervisor Boyer made a motion to send a letter to Mr. and Mrs. Brewer that we have tried to contact them and we need to resolve this issue prior to condemnation proceedings needing to be started.  Please contact Kelly Booge at Freeberg and Grund at 759-9218 so a date can be set to meet with you and discuss any questions and concerns you may have.  If you would rather contact a board member you can call any one of us.  Russ Hiltz at 751-9773, Matt Boyer at 444-1924, Ed Rauch at 444-5860 and Angela Schmidt at 751-4964.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  Copy Kelly Booge on letter.

 

Supervisor Boyer made a motion to give Kelly Booge the authority to continue to process the Heltzers agreement by contacting the attorney who is representing them.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.     

 

 

NEW BUSINESS:

 

Supervisor Boyer will be talking about roads at the annual meeting.

 

Supervisor Rauch will be talking about Animal Control and BATO.

 

Supervisor Hiltz will be talking about the Fire Association.

 

Clerk Schmidt was contacted via our website by Duane Zug regarding the school maintenance building and the access off of Adams Avenue and he was responded to indicating that side of the road was not our township but he could contact any of us with questions.

 

Stop sign knocked down at the end of Mid-Valley Lane going onto Archery Road.  Gordy Pierce will look into getting it back up and the insurance agent that contacted Supervisor Boyer will be contacted.

 

Supervisor Boyer got a map over to Rick Schulke regarding the brushing.

 

Joel Johnson contacted Supervisor Boyer and indicated he would be in requesting a raise.  This will be reviewed in April.

 

Supervisor Boyer made a motion to advertise for bids for bituminous surfacing of 15th Street with a 24’ top 1’ gravel shoulders 2 – 1-1/2” lifts with tack layer between, 1’ bump out on all approaches. Fog line and centerline striping should be included in bid.  Wording from other quote.  Completion date July 15, striping complete by September 15, 2008.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

REPORTS:

 

Supervisor Hiltz reported on the fire association.  Fire Wardens in Grant Valley are Harold Bohlmann, Dan and Gwen Ewert, Pete’s West and South.  Grant Valley had 7 rescues, 5 fire calls and some other miscellaneous calls.  Discussion on where the second station will be if the highway department building is no longer available.

 

ROADS:

 

Discussion on Sportsman’s Road as it is having a lot of drifting on it.  Supervisor Boyer indicated we should make a note to check on it on the road tour. 

 

Another load or two of class 5 needs to be thrown on the corner of Gerald Miller’s road.  Discussion held.

 

 

As there was no further business, Supervisor Boyer made a motion to adjourn.  Supervisor Rauch    seconded motion and it carried on unanimous voice call vote.
