THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MONTHLY MEETING
OF THURSDAY, MARCH 5, 2009.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday, March 5, 2009, at the Grant Valley Town Hall.
Board Members and employees present were Supervisor Hiltz, Supervisor Boyer, Supervisor Rauch, Treasurer Boyer, Clerk Schmidt and Employee Gordon Pierce.
Chairman Hiltz called the meeting to order at 7:00 p.m., with the pledge to the flag.
Approval of Minutes:
Supervisor Rauch made a motion to accept the February 12, 2009, Board of Audit Minutes and the February 12, 2009, Regular Meeting Minutes. Motion was seconded by Supervisor Boyer and carried on unanimous voice call vote.
Treasurer's Report:
The Treasurer reported fund balances of General 62,861.66; Road and Bridge $216,949.56; and Fire $22,226.03 for a total cash on hand balance of $302,083.42. Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded motion and it carried on unanimous roll call vote.
Payment of Bills:
The bills were reviewed. Supervisor Boyer made a motion to pay the bills as presented. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
New Business:
John Winters was present along with Jim Heltzer and the Ronglien Park and Wilton Hill projects were discussed. A handout was presented to all regarding the Wilton Hill Recreation opportunities. This is kind of a connection to Ronglien Park. Their objective is to try to figure out what the design will be. The county will be trading with the DNR the land of the Wilton Hill area. It was indicated that ATV trails and hunting should possibly be included in the recreation opportunities. They will be going to the Wilton City Council also and they are trying to get feedback from everyone. The restoration part of Wilton Hill would be partly the responsibility of Knife River Materials. Once all the input is received and put into place they will then find out how much this will all cost and where the money will come from. It was asked what Geocache is and John Winters indicated that it was for the younger crowd and it was something done on the computer as far as finding a treasure. The state parks are getting involved in this a lot. Supervisor Hiltz asked how the shooting range was going. John Winters indicated that their open house for the shooting park was tonight. The land has been transferred into parks for the purpose of the shooting range. They are now doing a detail design and specifications for construction. If there was some unusual stimulant project they would be ready to go but otherwise are awaiting funding. Supervisor Hiltz also asked if the Archery Club was going to move out there. John Winters indicated there is room for them but they are very satisfied where they are so it could happen in the future but nothing actually planned for it now.
Assessor Bob Seado was present and the upcoming Board of Review was discussed. Bob indicated there was a fair amount of new construction but most of those were HRDC properties. He indicated that values are staying flat for this year from last year. Pretty much it is just new construction and he inspected sections 1-6 and made a few adjustments but nothing crazy. He indicated that Grass Lake did not have a lake code so that got an adjustment but the only property that actually changed as far as taxes going up was Grass Lake Seaplane. It was asked if his fee was going to go up and he indicated he just completed his first of three years so he was good. The Board of Review is set for May 5th at 9:00 a.m.
The Road Tour will be tabled until the April meeting.
CORRESPONDENCE/ETC.:
The 2009 Spring Short Course information was received. Supervisor Hiltz made a motion to send anyone who wishes to go to this short course in Walker, Mn on April 1, 2009. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
Treasurer Boyer presented the delinquent report from the county on property taxes and it was reviewed.
A notice of permit issuance and start of construction packet was received from Enbridge and was reviewed and filed.
An invitation was received from the Snowmobile Club for their appreciation dinner.
A letter was received from Troy Gilchrist with some current legal issues. Copies were supplied to all Supervisors and reviewed and filed.
A letter was received from Northern Engineering & Consulting regarding Mayer Estates and the gradation of class 5 material placed on Doris Court and was reviewed and filed.
Supervisor Boyer asked about the road grading contract. It was done last year in May so we will only have to advertise for gravel, mowing of the roads and lawn mowing in May. This will be put on the April Agenda to set those out for bids in May.
REPORTS:
Supervisor Rauch reported on Animal Control and there were several forms filled out this month and he presented those forms for filing.
Supervisor Rauch also went to the meeting with the Secretary of State. All election officers were invited to meet with him and he just indicated that everyone did a great job with the elections and they are talking about moving the primary up a month as they don't have enough time to figure out what to do if there is an issue with only a month in between the primary and general. Ed Rauch also indicated that the Secretary of State was talking a lot about mail-in ballots in the future.
We should keep an eye on the culvert over by Ann Bellino's.
As there was no further business, Supervisor Rauch made a motion to adjourn. Supervisor Boyer seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:25 p.m.
