OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, MARCH 17, 2011.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday March 17, 2011 at the Grant Valley Town Hall.  

 

Board Members and employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt and employee Gordon Pierce.

 

Chairman Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:00 pm.

 

APPROVAL OF MINUTES:

Discussion held on the Board of Audit question that was in the Minutes and Treasurer Boyer indicated it was a voided check and that it had been take care of.  Supervisor Boyer made a motion to accept the Minutes of the February 10, 2011, Board of Audit and the February 10, 2011, regular meeting.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  The Minutes of the Annual Meeting of March 8, 2011, were reviewed but no action was taken.  Supervisor Boyer indicated that a resident at the annual meeting asked if we could put the organizations on the board who requested a donation and how much money we have for donations so they were aware of who was asking. 

 

TREASURER’S REPORT:

Treasurer reported fund balances of General $67,202.19, Road and Bridge $280,293.61 and Fire $31,762.73 for total cash on hand balance of $379,258.54.  Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded motion and it carried on unanimous roll call vote.

 

PAYMENT OF BILLS:

The bills were reviewed.  Supervisor Boyer made a motion to pay the bills as presented.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

 

NEW BUSINESS:

Dennis Berglund was present.  He has a wetlands issue in Eckles Township.  He explained his issue and the area is ½ mile north of Seventh Day Adventist Church.  His property runs along Eckles Road and he has neighbors that have real serious water issues.  He had documents he showed the board.  Basically what it amounts to is he is dealing with all the different agencies and one agency says he can only have ½ acre of open water.  He started the project in or around 2003.  They are telling him that he may have to restore this area to what it was.  He is looking for a letter of support from our township.  Supervisor Boyer indicated that we would get the water if he didn't have this project going and if he does have it going we would get the overflow anyway.  Discussion held.  Supervisor Boyer made a motion to send a letter to Bill Patnaude indicating that we support Mr. Berglund to the point that his project will not adversely affect our township.  Discussion held.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote. 

 

Supervisor Boyer indicated that we had a little water issue over by Ann Bellino's residence again and Dale Engen helped fix the issue temporarily.  He indicated that we should put a culvert in her driveway since this affects the township road and then we should also put a culvert in the township road also.  Discussion held. 

Supervisor Boyer made a motion to send a letter to Dan Thule to propose culvert to go across Balsam Ridge Road NW approximately 125 south of Ann Bellino's driveway (940 Balsam Ridge Road) and are curious what avenues we had to take in order to get a permit or if in fact a permit is even needed.  We are not re-directing any water, just helping it get to where it is going.  Supervisor Boyer can be the contact.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

The Board of Review as set for May 3, 2011, at 9:00 a.m.

 

A letter from MATIT was received regarding our Errors and Omissions insurance.  It was felt that we should try to get a quote from them regarding it and go from there.  The coverage will expire on August 31, 2011.  Supervisor Boyer made a motion to send a letter requesting this.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  We will revisit this at the April meeting.

 

OLD BUSINESS:

Kelly Booge was not present to discuss the Sportsmen's Road issue so that will be tabled until next month.

 

Treasurer Boyer indicated that the CD renewed automatically. 

 

Frost boils on Kimmer Road are getting bad.  Supervisor Boyer asked Wade Thoring when he thought he could start grading.  It was felt possibly next week. 

 

Gordy Pierce asked if he should get some water signs from the county and it was indicated that he should get them in case we need them. 

 

Road Tour date was discussed and we will set it at the April meeting.

 

REPORTS:

 

Supervisor Hiltz reported on the fire district that is being discussed. 

 

 

ROADS:

Need grading and will hopefully be done next week.                                                                                                                                                 

 

 

As there was no further business, Supervisor Boyer made a motion to adjourn.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  Meeting adjourned at 8:05 p.m.
