OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, MAY 13, 2010.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday May 13, 2010 at the Grant Valley Town Hall. 

 

Board Members and employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt and employee Gordon Pierce.

 

Chairman Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:05 pm.

 

APPROVAL OF MINUTES:

 

Supervisor Boyer made a motion to accept the Minutes of the April 8, 2010 regular meeting minutes, the May 1, 2010 Road Tour minutes and the May 4, 2010 Board of Review minutes .  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  Discussion held on whether we will deal with the road minutes tonight or not.  We will try to get through what we can.

 

TREASURER’S REPORT:

 

Treasurer reported fund balances of General $59,513.50; Road and Bridge $211,226.98; and Fire $23,661.92 and outstanding checks of $1150.00 for a total cash on hand balance of $295,551.70.

Supervisor Boyer made a motion to send a letter to the Treasurer of the first responders, Beryl, asking for proof of their insurance.  Supervisor Boyer spoke with her before but we haven't received anything yet.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

Supervisor Boyer made a motion to accept the Treasurer's Report subject to audit. Supervisor Rauch seconded the motion and it carried on unanimous roll call vote.

 

PAYMENT OF BILLS:

 

The bills were reviewed.  Supervisor Rauch made a motion to pay the bills as presented.  Supervisor Boyer seconded motion and it carried on unanimous roll call vote. 

 

NEW BUSINESS:

 

Bids for road grading and snow plowing were opened as it was 7:16. 

 

The first one was from Thoring Grading - $65.00 per hour road grading, snow plowing with road grader $67.00 per hour and snow plowing with plow truck with wing and sander $68.00 per hour.

 

The next was from Johnson Construction - $74.00 per hour road grading, snow plowing with road grader $79.00 per hour, loader $100.00 per hour and skid steer $90.00 per hour.  No price for snow plowing with truck and wing sander.

 

The final was from Vogt's Dirt Service - $67.50 per hour for road grading, $67.50 per hour for snow plowing with road grader, $67.50 per hour and snow plowing with plow truck with wing $75.00 per hour and if it's just tar roads it is $95.00.

 

Discussion held on whether Bob would have anyone other than him or Wade, his son, doing the work because we had a problem with the last person who did the grading for Bob.  He indicated they were the only two that would be working on our roads.  Otherwise everyone is competent to do this job that submitted bids.  Bob was asked how many townships he had and he indicated two but that we could count on him to be here.  Supervisor Boyer made a motion to award the summer and winter maintenance contract to Thoring's Grading.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.  This contract will begin on June 1, 2010 and will run for two years. 

 

A bid was received for Boot Leg Lake Rd SW for the amount of $7745.00 from Johnson Construction.  

 

A bid was also received for Division St SW west of Jerry Brooks' approach for the amount of $3400.00 from Johnson Construction.

 

Discussion held on the same.  We will see what our budget is and get back to that.

 

Matt Murray from Murray Surveying and John Huderle were present and gave us a Preliminary Plat of D and R Subdivision.  Discussion was held on the drawing and the approaches.  Supervisor Boyer made a motion to send a letter to Bill Patnaude letting him know we have reviewed the plat and have no issues with it but would like to be notified if there is a change with the access on Lot 8.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

A letter was received from the GBAJP regarding the airport zoning and what they have sent out to all residents.  It was reviewed and filed.

 

A letter was received from Enbridge regarding their impact on any of our roads from their construction.  Discussion held.  Supervisor Hiltz made a motion to send a letter back to have them handle the restoration and clean up and when they are done contact us for approval.  Pamela Court is not a township road so they don't need to worry about that one.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

OLD BUSINESS:

 

Discussion held on the letter of intent we were going to send to the Brewers on Boot Lake Road.  We would like to get this easement issue put to rest.  Supervisor Boyer made a motion to send a letter to Mr. And Mrs. Brewer asking them to please draw up an agreement that they would feel comfortable with and get it back to us so we can review it and get it taken care of.  Discussion held. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

 

A letter was received back from Sheriff Hodapp regarding the barricades at the end of 15th Street indicating they were working on this issue.

 

No word from anyone on the Saiger road issue so we will just hold off on it until we do hear something. 

 

ROADS:

 

Gordy hasn't been out yet to pick up the snow fence on Sportsmen's but it is gone so we are not sure who took it down but it is down.

 

We received a Proposal from Dale Engen and Supervisor Boyer made a motion to accept, sign and return the Proposal to Dale Engen so he can get working on this.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

 

Crack sealing discussed and we received a bid from Bargen Incorporated – option 1 is for Johnsville, Hidden Trail, Country Field, Swedmark and Little Field for $11,000.00 and an additional $840.00 to use a different material on Hidden Trail as it is very bad there.  Option 2 is for Adams, Quincy and Kennedy for $15,000.00.  We have 75,000.00 budgeted for blacktop for the year.  Discussion held.  We can decide on that at a later time. 

Road Tour Minutes discussed along with all the projects we need to do.  Supervisor Rauch made a motion to authorize Johnson Construction to the do the Boot Lake Leg Road and Division Street projects as quoted.  Supervisor Hiltz seconded motion and it carried on unanimous roll call vote.

 

Discussion held on the amount of roads we need gravel on and how much money we have to work with.  Discussion held on setting up bids to be advertised in August and opened in September for the Red Oaks Addition getting fixed up.  Supervisor Boyer suggests we go ahead and gravel Archery for approximately

1-3/4 miles and the spot graveling that is listed in the Road Tour Minutes and not doing much on Sportsmen's due to the fact that the county line might have some work done on it soon.  We can do some work now and wait until later in the summer to see if we have the money to do some more work. 

 

Supervisor Boyer made a motion to authorize Dale Vogt to gravel Boot Lake Leg in it's entirely with a 3” lift.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

 

Supervisor Boyer made a motion to authorize Dale Vogt to gravel Archery Road and Grant Valley Road approximately 1-3/4 miles with a 3” lift.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

 

Supervisor Boyer made a motion to authorize Dale Vogt to do spot graveling as per needed on Kimmer, Buchanan, Whisperwood, Misty Meadows and Balsam Ridge SW.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

 

Supervisor Boyer made a motion to send a letter to Bargen, Inc. authorizing them to do Option 1 on the crack sealing for $11,000.00.  Supervisor Rauch seconded motion.  Discussion about the upgrade on Hidden Trail so it would be $11,840.00 so the motion was amended for that amount.  Motion carried on unanimous roll call vote.

 

Supervisor Boyer made a motion to authorize Gordon Pierce to take care of all the tree and signage matters that are listed on the Road Tour Minutes.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.  

 

REPORTS:

 

Supervisor Rauch reported on the Animal Control meeting he attended and 19 total complaints were received for the first quarter, only 3 animals impounded.  No bites or citations.  They are still trying to get Bemidji Township to take over the financial end of the program. 

 

 

As there was no further business, Supervisor Rauch made a motion to adjourn.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.  Meeting adjourned at 9:30 pm.
