OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, NOVEMBER 12, 2009.

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday November 12, 2009 at the Grant Valley Town Hall.

Board Members and employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt, and employee Gordon Pierce.

Supervisor Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:10 p.m.

APPROVAL OF MINUTES:

Supervisor Rauch made a motion to accept the Minutes of the October 8, 2009, Regular Meeting with the correction of the name under New Business stating it was to be Mr. Casper Urbanek, and also the Minutes of the October 30, 2009, road hearing of Stacyrich Estates.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.

TREASURER’S REPORT:

Treasurer reported fund balances of General $64,075.87; Road and Bridge $127,710.66; and Fire $26,041.85 for a total cash on hand balance of $217,828.38.  Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded the motion and it carried on unanimous voice call vote.

PAYMENT OF BILLS:

The bills were reviewed.  Discussion was held on Freeburg & Grund's bill and the explanation made sense and it will be paid next month.  Discussion held on the county's bill as it says the signs purchased say “no trespassing” but they should have read “no parking”.  Supervisor Boyer made a motion to pay the bills as presented along with putting a note in the county's payment asking them to clarify the “no trespassing” signs.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

NEW BUSINESS:

Discussion held on two residents having a dispute with a driveway that wasn't recorded and we were not presented with a petition as of this time.

Supervisor Hiltz received a call today from a resident on 15th Street who bought his property and is moving a house from downtown to that parcel.  We do not require a permit to move the house.

Brushing was discussed and we will postpone that matter until the December or January meeting.

Someone purchased a parcel in the township on the corner of Division Street and Adams Avenue/County 11 and called regarding driveways being put in for their business.  They were told that they were both county roads and they should check with the county which they had already done and got an o.k.

OLD BUSINESS:

A letter was received from Robert and Kellie Brewer regarding their driveway and they have the same issues as James Brewer has.  We have sent a request into the township attorney and we are waiting for his response.  Supervisor Boyer made a motion to send a letter to Robert and Kellie Brewer that the road was built to the engineered drawings and if they have issues they would like to address they are welcome to attend any of our meetings.  We meet the 2nd Thursday of every month.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

CORRESPONDENCE:

Supervisor Boyer made a motion to send a letter to Dan Ewert asking him to re-submit a bill for his beaver bounty to our Treasurer as his first one has been misplaced.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote.

RESPORTS:

Supervisor Rauch reported on Animal Control.  Things are slowing down.  19 complaints, zero animal bites, zero citations and two impounds.  Looks like our dues will be staying the same.

Supervisor Boyer made a motion to send a letter to the school district asking them to clean up the gravel they have coming onto Adams Avenue from the maintenance building.  Supervisor Rauch seconded motion and it carried on unanimous voice call vote.

ROADS:

Buck Johnson called and reminded Supervisor Boyer not to forget about grading Carmen Drive prior to freeze-up.  Buchanan was really bad and they all need grading prior to freeze-up if possible.  The grader is hitting them as much as he can.

As there was no further business, Supervisor Rauch made a motion to adjourn.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.

Respectfully Submitted,

Angela Schmidt
