OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, OCTOBER 14, 2010.
The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday October 14, 2010 at the Grant Valley Town Hall.
Board Members and
employees present were Hiltz, Boyer, Rauch, Treasurer Boyer, Clerk Schmidt, and
employee Gordon Pierce.
Chairman Hiltz
welcomed everyone and called the meeting to order with the pledge to the flag
at 7:00 pm.
APPROVAL OF
MINUTES:
Supervisor Rauch made a motion to accept the Minutes of the September 9, 2010 regular meeting minutes and September 23, 2010, special meeting minutes. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
TREASURER’S
REPORT:
Treasurer reported fund balances of General $65,115.53; Road and Bridge $280,797.36; and Fire $32,549.23 for a total cash on hand balance of $378,462.12. Supervisor Boyer made a motion to accept the Treasurer's Report subject to audit. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
PAYMENT OF BILLS:
The bills were reviewed. Discussion held. Supervisor Boyer made a motion to pay the bills as presented minus the Beltrami county highway department for $84.59 and to send them a letter indicating we feel that sign is their sign; it's on their road and in their right-of-way. Supervisor Rauch seconded motion and it carried on unanimous roll call vote.
OLD BUSINESS:
Mel Spies was present to discuss the plat of Hunter's Point. He indicated that they got preliminary approval at the September 27th County Meeting. He is still trying to negotiate with Randy Platt. Mel proposed an easement to Randy for 10' on either side of the centerline of the existing lane, a lifetime easement or until Randy's land sold. Randy has not agreed to any of this yet. Discussion held.
No word from the two gentlemen who were here last month regarding their water issue. Supervisor Boyer and Supervisor Hiltz will go view the location for reporting back next meeting.
NEW BUSINESS:
Supervisor Rauch received a letter from the Beltrami County Attorney regarding the gravel that was taken from Balsam Ridge Road SW. He also received an Incident Data Sheet. We are to send the bill to the Sheriff when we get it for replacing the gravel. Supervisor Rauch made a motion to send a letter to the county attorney indicating that we are waiting for the bill and we will send it in when we receive it. Supervisor Boyer seconded motion and it carried on unanimous voice call vote.
Supervisor Hiltz went to the meeting at Northern Township regarding the Rural Sign Management Systems regarding the retro reflectivity requirements that will be in place by January 2012. The company present indicated townships don't need to have all the signs they do. They will go through all the signs in our township, the reflectivity is checked and they give information on all the signs for our records. They spent two days in Northern Township and they have over 60 miles of roads and it cost them $4,000.00 for this service. They don't do any work on any signs, just inventory them. Discussion held. Supervisor Boyer made a motion to send a letter to RSMS indicating that we are interested in their services and to keep us in mind if they get more interest in the area. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
A new Road Maintenance Agreement was received from Bemidji Township and we were asked to sign it and return it to them. It was reviewed. Supervisor Boyer made a motion to sign the agreement and send it back to them. Supervisor Rauch seconded motion and it carried on unanimous voice call vote.
Discussion held on the hockey arena using the old road off of Adams Avenue. Gordy was asked to keep an eye on it and if it the tar starts breaking up then to let the board know and we will do something with this.
Mel Spies was asked if he was alright with the Township
putting up the snow fence again and he indicated that he was fine with
that. Supervisor Boyer made a motion to
send a letter to Dale Engen asking him to put it up and indicating it is
outside of the garage. If he doesn't
want to put it up to let us know.
Supervisor Rauch seconded motion and it carried on unanimous voice call
vote.
REPORTS:
Supervisor Boyer went to BATO and met the candidates. He indicated that most of the questions asked of the candidates went to the Sheriff candidates.
Supervisor Hiltz reported on the long range planning committee meeting for the Rural Fire Association. They went over a 20 year plan. They are talking about being a fire district instead of a fire department which means they would be their own taxing district, the same process as the airport here in town does.
ROADS:
The gravel report was received for the gravel Dale Vogt is putting on the roads. It looked o.k.
The roads are dry and dusty and have been getting graded. Wade/Bob have been pulling in some sod and should be watching that.
As there was no further business, Supervisor Rauch made a motion to adjourn. Supervisor Boyer seconded motion and it carried on unanimous voice call vote. Meeting adjourned at 8:10 p.m.
