OFFICIAL TRANSCRIPT OF THE PROCEEDINGS OF THE GRANT VALLEY TOWN BOARD OF SUPERVISORS MEETING OF THURSDAY, SEPTEMBER 10, 2009.

 

The Grant Valley Town Board of Supervisors met for their regularly scheduled monthly business meeting on Thursday September 10, 2009 at the Grant Valley Town Hall. 

 

Board Members and employees present were Hiltz, Boyer, Rauch, Treasurer Boyer and Clerk Schmidt.

 

Supervisor Hiltz welcomed everyone and called the meeting to order with the pledge to the flag at 7:20 p.m.

APPROVAL OF MINUTES:

 

Supervisor Rauch made a motion to accept the Minutes of the August 13, 2009, Regular Minutes, as written.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote. 

 

TREASURER’S REPORT:

 

Treasurer reported fund balances of General $65,971.77; Road and Bridge $211,913.62; and Fire $24,628.71 for a total cash on hand balance of $302,514.10.  Supervisor Rauch made a motion to accept the Treasurer's Report subject to audit. Supervisor Boyer seconded the motion and it carried on unanimous voice call vote.

 

PAYMENT OF BILLS:

 

The bills were reviewed.  Supervisor Boyer made a motion to pay the bills as presented.  Supervisor Rauch seconded motion and it carried on unanimous roll call vote.

 

NEW BUSINESS:

 

Mary Therese Peterson was present and just wanted to be the squeaky wheel and let us know that her road is very dry and discussion was held on the same.  She lives on the east side of Fern Lake on the Fern Lake Road.  It was discussed that the best solution would be to finish paving the road but that is a huge undertaking as the road isn't where it is supposed to be.  Discussion held.  She requested that possibly it get graded twice a month instead of once a week.  Supervisor Boyer will call Joel and notify him of this and have him do it only twice a month.   

 

The Boot Lake Road was discussed with the residents that were present and copies of the Exhibit showing the road as it is now was given to the residents present.  Discussion was held on the hills and that it is better, but not exactly what was originally discussed.  It was felt it was definitely safer.  Discussion held that the landscaping looks great.  There are a few washouts that will have to be fixed.  There are two large metal pieces in the ditch as you turn into Grant Hills Road that should be removed as they are a hazard.  Driveway widths were discussed and Brewer's is one that is the narrowest.  Mr. Brewer talked with Supervisor Rauch but could not be here this evening.  He would like 5 more feet on each side of his culvert.  There wasn't a ditch there prior to this project so that is one reason it seems so much different but they just put the driveways back the way they were originally.  Emergency vehicle entrance was discussed.  There might be a little bit of gravel put in spots but otherwise the road is done. 

 

Supervisor Boyer asked a question of Jim Heltzer if he knew anything about the unallotment and he indicated that the county lost about 2 million dollars.  The Township lost approximately 5,000.00 so the reserves will be used.  Discussion held on the same.  It may be done again next year but we don't know yet.

 

A letter from Mr. Brewer was received and reviewed also.  Supervisor Boyer made a motion to send a letter to the Brewers with the following – the as-built drawing will be given to them when they sign the easement, the final inspection will be done by the engineer and we will get the findings of that inspection, we have contacted F&G and they are looking into the width of your driveway and the E911 signs.  We will get back to you once we have received this information.  It should also state that Dreyer's South approach was a private matter between Dreyer’s and the contractor and the township had no part in that.  The original Easement should be enclosed and they should be notified to sign it in front of a notary public and return it to the township.  They should also be notified to address any design or build of the road to Kelly Booge at F&G.  A copy of the letter should be sent to Robert and Kellie Brewer and their easement should be sent along with a letter asking them to sign in front of a notary public and return to us.  Supervisor Hiltz seconded motion and it carried on unanimous voice call vote. 

 

Supervisor Boyer made a motion to send a letter to Kelly Booge at F&G indicating that there are some wash outs on the road that need to be fixed, he needs to address who is putting up the E911 signs, the metal in the ditch on the east side of Grant Hills Road needs to be removed, we need verification that the driveways were put back to the original or pre-existing size as we have a resident who is unhappy with their driveway, and the mailbox order is reversed on the three residents of Grant Hills Road and needs to be fixed.   Supervisor Rauch seconded motion and it carried on unanimous voice call vote. 

 

A letter was received from the County E911 regarding the minimum maintenance road asking if we had any name suggestions for that road.  Supervisor Rauch made a motion to send a letter to the resident living there and give her the option to request a name and include a copy of the letter from the county.  Supervisor Boyer seconded motion and it carried on unanimous voice call vote.

 

OLD BUSINESS:

 

The recorded documents for Stacyrich Estates were received from Murray Surveying and were reviewed and filed.

 

The Census report was received and will be re-sent to the Dept of Commerce.

 

No Reports.

 

The Roads are good at the present time. 

 

 

As there was no further business, Supervisor Rauch made a motion to adjourn. Supervisor Boyer seconded motion and it carried on a unanimous voice call vote.  Meeting adjourned at 8:50 p.m.
